Nagios checks for non-live services

By popular demand I have altered nagios config generation so that service instances which are not in a “live” state (i.e. not ‘production’, ‘pilot’, ‘train’, ‘test’, ‘demo’, or ‘legacy’) have active and passive checks, and notifications disabled. The services are still defined in nagios so you can login and enable them if you want them to be monitored. At this time this only applies to HTTP, HTTPS and Zope services.
